Background Information:

http://guilty-gear.wikia.com/wiki/Guilty_Gear_Timeline (A timeline of the events in Guilty Gear)
Personality:
“To live as a person…can you teach me that?”
Dizzy at her very core, is a pacifist. She enjoys peace, she exudes gentleness and takes every opportunity to be kind to both her friends and foes - this would normally be unremarkable, if it weren't for the fact that Dizzy is in fact part of a highly engineered species made specifically to engage in warfare against humans - known as Gears.
Dizzy was born as an amalgamation of Gear and Human, placing her in a precarious position in a world that is ravaged by war between these two species. The fact that she is Justice's daughter adds to this - as a Gear, she has incredible standing and destructive capability. Yet despite this, her personality has always been that of a peaceable, innocent girl. She very much preaches what she believes in, only attacking and engaging in fights when her own personal safety is threatened. Often times her powers have had to be reigned in by other people as her distress has broken her limiter.
She was raised by kind parents who took her in despite not knowing her true nature as an infant and was deeply touched by their kindness as a result. When she had fled to the Grove for her own safety, the role of protecting her fell upon Testament, who despite his appearances and manner was a kind and loving individual - somewhat to Dizzy's detriment. While Dizzy depended on Testament to ward of the bounty hunters, Testament's protection helped to keep Dizzy extremely sheltered as he was strongly against humans - being a Gear himself that was orphaned during the Crusades. Testament's gentle nature showed Dizzy that Gears were able to be persons in their own right, and to more importantly change and grow like humans did despite their programming - if they were lucky enough to develop sentience. Dizzy is forever grateful for the sacrifices he has made to ensure that she was happy.
Though it would be easy to say that Dizzy's innocence is naive, she is incredibly self-aware despite her short time in the world. She often demonstrates a keen understanding of the way humans and Gears have waged war, though she will often avoid doing so because to do so would be too bleak. Often showing great emotional maturity that runs in contrast to her outward nature, she realises her marriage with Ky is not a conventional one. She loves Ky deeply, having opened a whole breadth of experience that she would not have imagined with anyone else. But she realises that they cannot be truly together until the war is over, something which pains her yet she accepts with her heart. The same kind of maturity is how she approached her son Sin, because despite her son's love for her, she had to let him travel with Sol and be away from her for his own safety. Dizzy has learned to take many difficult situations with a smile on her face and often tries to be as kind and generous as she can as a result.
Dizzy's emotional maturity also allowed her to accept that she would always be persecuted in the current era and that instead of holding it against humans, she should learn to understand them. Though may not be fully aware of her own capabilities as one of the most powerful Gears in the world, Dizzy has shown great capacity to want to learn about humans and the world they inhabit to augment her "natural understanding" of the world that she has. Even though she had been captured and tortured for her capabilities many a time, she still wants to know about humans because she wants to grow as a person - to be more than just a weapon. Incredibly voracious for knowledge, she enjoys books and enjoys reading as one of her past times. She will often try things at least once and this curiosity for experience is what led her to be part of the Jellyfish Pirates with May and Johnny. She forever grateful to May and Johnny as they took her from the Grove after the bounty had been cleared from her head and allowed her to experience life beyond the village that she grew up in and the forest. They taught her how to experience the world, which is something that she considers deeply precious and important.
The most important things in her life though, are her husband Ky Kiske and her son Sin Kiske. Ky helped her regain control over Necro and Undine when they went berserk and it is through this experience that she began to develop feelings for Ky. Ky taught her the value of being steadfast and helped her become more emotionally mature, by teaching her how to stand her ground and not simply run from her responsibilities. Though she may be in a certain "role" as a Gear, Ky effectively showed her that she can still be herself and have her personhood despite it. In turn, Dizzy represented that not all Gears are bad and that they are persons in their own right. They have learned a lot from each other in the time that they have been together, and it was with a heavy heart that Ky sealed Dizzy away in his sword Thunderseal to prevent her from sublimating as a result of Valentine to prevent her from further harm. (Sublimation in the Guilty Gear universe is disintegrating a living object through the energy/space magic originates from/lord knows what this place does space known as the Backyard. If one sublimates a Gear through the Backyard, it was because this was an attempt to gain the Gear's "Prime Field" which is the DNA encoded in the Gear in question. This was all in the search of the right Prime Field which is the "Key" to unlock the "Cube" which contains important data regarding Gears as a whole.)
The symbolic nature of this relationship is important because Ky represents not merely the Sacred Order which ran the Crusades but in effect, humanity as the King of Illyria. The fact that Dizzy, the child of Justice and de facto representative of the Gears with her capabilities as a Command Type show that a relationship can grow between humans and gears. Though their love is greatly forbidden and perhaps more danger than it is worth, it has produced many fruitful things. One of these is Sin, her son. She deeply cares for her son and is eager that her son does not live the same life of persecution that she did. Dizzy is a loving and caring mother who through her own experience, believes that her son should discover himself in the same way she did - even if it is with a heavy heart as he experiences the freedom that she cannot have at this point in time.
Ultimately, Dizzy is a loving helpful individual who strives to promote peace in her life. As she grows a person, she shows that she is able to understand what it is to take care of one's loved ones as well. A victim of much persecution has not left her bitter, but determined and ever the more optimistic to promote diplomacy and peace between her kind and humans.

Abilities: Dizzy is a Gear and Human hybrid, which indicates that she has certain physiological capabilities that are above and beyond a normal human's. She is highly resilient and able to survive the most extreme environments, including the metaphysical energy space that is the Backyard, where all Gears originate. Amongst Gears, she is one of the highest ranking as Justice's daughter both in terms of power and hierarchy but the full extent of his is never utilised by Dizzy herself. While normally Gears unable to have their own autonomy, it is noted that Dizzy and her son Sin (who both are human/gear hybrids) have never had any "hard programmed" directives which they had to follow. Additionally as a "Command Type" Gear, Dizzy can command other Gears bar a few exceptions. She is also of capable of raising/restoring downed or incapacitated Gears.
Dizzy is able to morph parts of her physiology into weapons, such as her tail or her arm into the shape of a sword or a hammer to attack. However she is generally unskilled in the use of these weapons and doesn't like sustaining them.
She has two main systems as manifested as the "wings" on her back known as Necro (green, shaped like the Grim Reaper) and Undine (blue, shaped like an angel). Both are semi-autonomous, sentient systems that have one directive - protect Dizzy. They are unable to exist separately from her. They don't necessarily get on and occasionally bicker due (much to Dizzy's dismay) but at their core, they keep Dizzy safe from harm and care about her.
Necro is more aggressive and more brutal, using attacks made of energy shaped into weapons such as axes, scythes and arrows. He has shown that in the event of Dizzy being incapacitated, either system can take over Dizzy's body and control her until the danger is past or Dizzy recovers. Usually this means that he will attack all that approach without discrimination.
Undine on the other hand, is more gentle but still dangerous - she is able to generate ice and electricity to attack foes but she is the more gentle and refined of the two systems. When Necro attacks, occasionally she will distract Dizzy so that she doesn't see exactly how brutal Necro's attacks are. It is assumed Undine has the same capability to take over Dizzy's body in the event of an emergency but Necro, as the more aggressive system takes priority in warding off danger.

Opt-in?: Yes
What the character is going to lose: She'll lose her memory of Testament's appearance!
Why you picked it: Testament was Dizzy's guardian while she had hidden in the grove to escape the government. He was quite successful in fending off the bounty hunters eager to capture her. Testament has a rather striking appearance (http://vignette2.wikia.nocookie.net/guilty-gear/images/4/47/Testament.png/revision/latest?cb=20111017162955) and his figure standing tall with his scythe was often the sign that everything was well.

Hello?
[ Dizzy appears on the feed, looking cautiously at the camera. She wasn't used to the kind of technology used to communicating through distance, as she often preferred face to face communication. She looks a little concerned, and as she looks away she murmurs "This is different to talking to a person, I hope I'm doing it okay..." ]
I like reading! But the books here are not like the books I've read in other places.
[ She looks embarrassed to even be talking about them this openly. ]
They're really rude! And, and...!
[ Dizzy stutters as she finds the right words exactly how terribly explicit these books are. ]
I don't really like reading books just about sex!
[ That comes out in one big burst and she covers her mouth with her hand, a flush forming on her cheek. ]
All books are good, but I like reading about differing things. Not just one subject all the time and it's a little odd, isn't it? That all the books are just about sex.
[ There's a small smile now as her blush fades. ]
If anyone has found some books that are about other things and has finished reading them, I would really like to borrow them from you. I'm really good at taking care of books and I promise I'll read them quick, so you'll have them back in no time.
[ A pause, before she remembers that you have to say good bye and give proper salutations when you do so. ]
Um, yes! Thank you in advance!
[ Dizzy waves, gives a polite bow and the feed ends. ]
Third Person:
Dizzy loved nature. She loved seeing the flowers in bloom, the trees verdant and the animals cheerful as they existed in beautiful harmony with one another. She loved being in the grove and she would consider that her home, despite everything that had happened to her since then.
Testament would often warn her, don't wander too far from the grove with an unsmiling face. She would simply smile back and say that she wouldn't. She knew how far she could wander before it became unsafe, especially since she knew every inch of the grove back to front. She knew every plant and every animal that had taken up residence there, where the birds had their nests and the rabbits had dug their burrows.
It has been a long while since that time. She had been in stasis in Illyria Castle and when she awoke, she was trapped in Illyria Castle for her own safety, as well as the safety of her family. One day, she hoped that the war would pass and she would be allowed to visit her beloved grove, if not start a new one near Illyria Castle. She was a simple sort and the repetitive nature of brick made her uneasy.
Which was why being in this place made a heavy sadness settled in her heart with how bare and how destitute it was. It was different to the "life" that came from the Grove or Illyria Castle, because despite the Castle being desolate in its own right, it still had the hallmarks of being created by human hands. This almost seems like what would happen if those conspiring forces had their way. Dizzy was always sensitive to these kinds of things, but sometimes when left alone with her own thoughts after Undine and Necro had settled, she could almost feel a great wellspring of sadness coming from the barren ground.
She had taken a walk out to the edge of the settlement and sat down underneath a tree - albeit one that was merely a shadow of its former glory. It hung over her like a spectre, branches bare and fossilised through age; casting long shadows in the dimming light. Poor tree, Dizzy thought. It must have been huge and blossoming when it was alive.
Being sad helped nobody, but being here - it was almost impossible to escape it. Dizzy resolved to put her bravest face on, because the level of sadness is something these people should bare. Especially not with the way that this place had inflicted it on them.
